Plan around occupancy, upper-floor pressure, storage, maintenance access and the person managing the property. A short inspection visit can be valuable, but it should fit an evidence-based programme rather than determine when incomplete works are declared ready.

Design for tenants and the property manager

List units, expected occupancy, common-area uses and the construction phasing. Survey tank locations, building levels and the route to upper-floor outlets. Keep source production, storage and pressure as separate checks.

Identify who owns and maintains the borehole, tanks and controls. Preserve access for pump lifting, tank cleaning and meter servicing after the building is occupied. Hand over a maintainable occupied building

Require a source-to-outlet commissioning record and an as-built network drawing. Where metering is included, identify common uses and record initial readings. Set a recurring budget for testing, treatment supplies, servicing and replacement. Review early tenant reports against actual readings and faults. If demand grows as units fill, compare operation with the design assumptions before authorising longer pumping hours or extra equipment.

The managing agent should know which items are accepted and which remain open. A remittance receipt and a photograph taken during the visit cannot replace the missing technical evidence. Keep the later review date and responsible person in the same completion record.
